Our Single Homeless Accommodation Pathway (SHAP) Women’s service in Luton is dedicated to addressing the pressing issue of homelessness among women. As a vital component of the Rough Sleeping Complex Needs My Place Pathway, our service is thoughtfully designed to create a safe and secure environment where women experiencing homelessness and sexual exploitation can thrive.
Our facility features 11 self-contained flats, a welcoming sit-up space for those in crisis, and private areas for supportive conversations. We have a dedicated specialist housing lead based at Penrose’s esteemed tenancy sustainment service, Synergy Universal, to further enhance our support.
At SIG Penrose – Luton Women’s SHAP, we provide tailored and compassionate support to meet each woman’s unique needs, empowering them to prepare for a more independent future. Women can stay comfortably for 12-24 months, ensuring their safety and providing a sense of belonging.
Our strengths-based approach is collaborative, engaging with multiple partners and agencies to create a comprehensive, supportive system. We actively address a range of needs, including mental health, self-care, overcoming substance dependencies, exiting sex work, and educational and employment opportunities.
We welcome women who are facing homelessness due to a variety of challenges, including sexual exploitation, historical or ongoing abuse, involvement in the criminal justice system and who are engaging in survival sex or sex work, enduring high levels of violence and coercion. These women have often navigated the accommodation pathway multiple times and have limited options left. Our program allows for a maximum stay of two years, providing stability and care.
Referrals are managed through the Rough Sleeping Complex Needs My Place Pathway, led by a monthly Consideration Panel chaired by the Luton Borough Council Rough Sleeping Coordination Manager. This collaborative approach ensures that women have access to essential mental health and adult social care support, and the Sexually Exploited Women’s Service.
